Does anyone know why the month names of postmarks some years before and after 2010 are in Spanish?

Delmas "15 DIC 2009", DIC = diciembre

Jacmel "11 ENE 2010?", ENE = enero

Pétion Ville "18 ENE 2011", ENE = enero
