Can anyone tell me why the Haitian Postal Administration used a rubber stamp with: "Poste Payé 1904" to cancel stamps. Is there a particular reason for the use of such a device instead of a regular cancelling hammer, indicating place of mailing and date ?

I have not seen this before but I assume that they are probably the initials of a collector that once owned the stamp.
